*Children and Families Bill *Disability Rights UK continues to work with
Ministers, Peers, officials and partners in the post-16 and disability
sectors to change important sections of the Bill for young people leaving
school, in college and moving on to university.

In the Lords amendments have been agreed in line with our key challenges to
the Bill. One ensures disabled young people receive support as well as
those with Special Educational Needs. Another should ensure young people
over 19 continue to have support until they have achieved their planned
courses and gained the skills they need for independent living and work.

We are working closely with the Department for Education on the new Code of
Practice. The changes will start to be introduced in September 2014 and as
soon as details are confirmed after Royal Assent we will provide a new fact
sheet for young people, parents and professionals.

Discriminatory health questions in recruitment reduce
Disability Rights UK campaigned successfully to outlaw pre-job offer health
questions which were a licence to discriminate (for instance have you
ever experienced mental illness being used to screen candidates out). For

Work programme still fails disabled people
On 3 January the DWP published the latest work programme statistics
claiming that more than 500 disabled people a week were being supported
into work or training. However this claim needs to be viewed in context
with the full official statistics. These show that up to end of June 2013
1.31 million have been referred onto the work programme. Of those 14.7% of
referrals have achieved a job outcome payment of which 3.19% are
considered to be disabled. For more see

Free Disability Hate Crime events
Disability Rights UK are aiming to improve the knowledge of and success in
operating Third Party Disability Hate Crime Reporting Centres similar to
the massively successful centre operating by DisabilityFirst in Blackpool.
In conjunction with DR UK Ambassador Stephen Brookes, a coordinator of the
Disability Hate Crime Network, who worked with Disability Rights UK in
creating the Third Party Reporting toolkit , there will be a series of
events aimed at increasing the number of ULDPO's running these centres. For

Informing CQC inspections
Update on work in Southampton (Solent NHS Trust for both acute and mental
health: end February), Dudley (NHS Acute Trust: 28 February) Eastbourne
(out of hours care at Station Health Centre: early March) - participants
sought for survey and focus groups!

Disability Rights UK has been asked by the Care Quality Commission (CQC) to
help find disabled people in advance of the local CQC inspections who are
happy to share their experiences in a discussion group and/or a survey.
Participants in a discussion group will receive a voucher of 15 but they
need to have used acute care (at Dudley) or mental health and community
health services (at Solent NHS Trust) and GP/Out of hours services (at
Eastbourne Station Health Centre) in the last 12 months so that they are
able to take part.

Please get in touch with Bernd if you fulfil any of these requirements and
are interested in taking part OR know someone who might do to whom you
could forward this info. You can email him:
Bernd.Sass@disabilityrightsuk.org or call his mobile: 07906 521536.

The CQC wishes to build up local and regional disability networks, and
Disability Rights UK feels the forthcoming CQC inspections provide a
valuable opportunity for disabled people to have their say and in the
longer term - shape how services will be commissioned. The CQC has issued a
Statement of Involvement. More details about this can be found here:

Influencing our Policy work

Are you 18 to 25? Want to know what would help you and others to create or
obtain work?
Disability Rights UK is establishing a forum and we want you to get in
touch with us if you would wish to be a member of it. Members of the forum
will be able to discuss with us and help us develop our campaign plans and
campaign activities to increase the participation of disabled people in
work, apprenticeships and the gaining of skills. For more information
email philip.connolly@disabilityrightsuk.org or telephone at 0207 566 0129.

Take our Peer support networks survey
As we know, the whole idea of centres for independent living and disabled
peoples and user-led organisations is that we support each other through
peer support. At long last it seems that national policy makers are taking
an interest. We therefore intend to apply for funding for recognition and
support for the growth of innovations that mobilise disabled people's
energy and talents to support each other. We are starting to gather best
practice and fundraising with local partners. Your help with this survey
will enable us to collect evidence of the scale of current activities. We'd
also like to know what support you'd need to develop these activities
further. You can complete the survey at
